Are there any official recommendations on how to create progressive web apps (PWA) using Meteor?

No, there’s no “official” way of building PWAs with Meteor, because Meteor hasn’t yet implemented Service Worker support.

Unofficially, there are some boilerplates that claim to offer Meteor PWAs:
