It does sound like your proxy server is the issue here.
What happen when you deleted folder @babel in node_mudules, run meteor npm install --save bable-runtime not working successful, instead that is meteor npm install --global bable-runtime work successful (in my case).
Hi it will install babel-runtime (older version) with no errors but fails to install newer version - @babel/runtime - required by 1.6.1.
