It exists but it is not official. Like the men behind an apparently democratic government. But Meteor 3 is going to reveal itself … unlike those men …
It is out, but not yet a recommended release. That is how all Meteor releases go. After they are released there is a period of few days to a week before a release becomes officially recommended and starts being encouraged to be updated. In this case it is good for us, because it gives package maintainers a chance to publish their packages for Meteor 3, hence making the entire migration a bit easier.
