Access files of one package into another package (local packages)

Hello,
In my sample application, there are some packages like package1 and package2 etc (for example)(local packages) in packages/ directory. I simply want to import the files of package1 into package2. Is it possible. If yes, then How and if not, then please provide me some way to do so.
