Accounts package for people below the age of 13

I’m making an app where parents can interact with their children. I’d like to offer third-party sign-in (such as Facebook and Google). However, these services usually have an age limit of 13.

Are there any such third-party login systems where you don’t have to be 13 to sign up? And are there corresponding Meteor-packages?
