The Meteor Tool is not the only way to write Meteor apps. It’s specifically a way to build apps from a command line in a terminal. There can be alternatives to the Tool that tie together all of the same software and services (Isobuild, Developer Accounts, Package Server, and so on) but are oriented around a graphical interface in a web browser or a native IDE.
