App and MongoDB doesn't start without deleting METEOR-PORT file

I have to delete ‘.meteor\local\db\METEOR-PORT’ every time i start my meteor app or MongoDB doesn’t start and it hangs on Starting app.
This is on windows 10 Installed through the install exe.
Anyone have any ideas?

FWIW I have this issue on 1.8.0.2 but not 1.8.0.0
