When you create a meteor app from scratch, following the docs, you can create a full app that gives you a boilerplate app to start with that. This gives you an app structure that meteor suggests you use. It appears as though this is setup for a blaze project. I was wondering if there is an equivalent for apps being built using React.

I didn’t read your post very carefully, and suggested the react-simple-todos example app, which would be okay if you stripped it out I guess.
Or google meteor react boilerplate.
