Is Meteor 3 compatible with Ionic. Has anyone used it recently?

Short answer: yes and … no.
Yes, you can build a code with Meteor that you can then rebuild in Ionic but it doesn’t make much sense.
Until Ionic 5 they were compatible in the way that you could use Ionic originated Cordova packages in Cordova in Meteor. But today: Migrating Strategy | Capacitor Documentation
A problem that Meteor Cordova suffers with is that the large Ionic community no longer produces or updates Cordova libraries.
