Sorry about the delay.
I guess what was said in the discussion makes a lot of sense, and I’m from the same opinion as @storyteller Make service-configuration optional. · Discussion #12171 · meteor/meteor · GitHub
There will be problems on the road to making this work, but opinions from the community are always welcomed. We could create an issue for this discussion and decide what approach to use.

I will get a wip PR ready by the end of next week, so no need to create an issue. We have the discussion and here to track things.

I think for the first iteration I will just move what can be moved and then maybe we can put the rest behind if (Package['oauth-encryption']) {} to make things work initially.
