Hi xiaoyuer,
i face same error you have,
i fix it by running command prompt with administrator permissions,
i don’t know why ?
put i think there is a permission problem or environment variables issue since i’m not familar with windows os, i’m comming from Gnu\Linux where meteor is running very well,

My Operating System where i face the problem :
Windows 7 64 bit
