I’m currently building an education app. In my country students normally doesn’t have internet connection. I think that interaction and communication between teacher and students can be made using bluetooth. When class session has finished, the teacher could upload new information to cloud to data persistency. What should I do to get it?

It may be easier to get a Wifi Router and have students and teacher connect to the device. The router does not need to connect to the Internet.
