Npm windows EBUSY: resource busy or locked

After copying a package to my local folder and restarting meteor I got the following error:

Did you ever figure out what the problem is. I’m having the same issues. What is frustrating is that none of my meteor projects work now. I get the EBUSY error on all of them.

This happens on a Windows 10 machine. Not sure why it’s happening. Looks like every time that I run meteor I get a lock on a different file.

Not sure what is locking them. I reboot my machine and try running meteor again and I get the EBUSY error on a different file.
