Is this an older project you cloned/downloaded from somewhere? I think the certificate expired issue with older projects has been discussed here on the forums a few times.

Try this process arg when running meteor

NODE_TLS_REJECT_UNAUTHORIZED=0

Ran into this issue while upgrading an older project.
